While the occupying Sri Lankan military has been constructing hotels and resorts along the coastal strips of the occupied country of Eezham Tamils from Ampaa’rai to Puththa’lam for military run affairs, a systematic corporate programme of coastal land grab is being schemed by Colombo’s ministries under the direct supervision by SL presidential sibling Basil Rajapaksa, the minister of ‘Economic Development’ and Namal Rajapaksa, the son of SL president Mahinda Rajapaksa. The latest design is to choke Jaffna by turning the narrow strip of Chu’ndikku’lam sandbar, which links the peninsula with Vanni mainland, into a Sinhala colony with new resorts, prawn farming industry and state of the art houses to tolerate any disaster with the guarantee from the SL disaster management ministry with the backing of occupying SL military.

Denying access to Tamil fishermen who have been using the strip for seasonal fishing and refusing resettlement to the few Tamils who have been uprooted from Chu’ndikku’lam, the SL military is already housing Sinhala fishermen from South to engage in fishing along the coast.

Since the area has been already declared as bird sanctuary and extended into one of the largest ‘natural parks’ by the occupying Colombo through involving the SL ministry of wildlife resources conservation, the transformation is taking place with a low profile under a strict militarised environment, Tamil civil officials in Jaffna said.

Sandwiched between the resourceful Jaffna lagoon and the deep sea at a strategic location, the Chu’ndikku’lam sandbar is becoming a major hub Colombo’s Sinhalicisation, committing demographic genocide and corporate exploitation in the country of Eezham Tamils, the civil officials further said.

The Sri Lankan Government Agent of Jaffna Mr Sunthararam Arumainayakam and Maruthangkea’ni Divisional Secretary were invited to a workshop held at a military camp on 06 and 07 April. The workshop, exploring the possibilities of constructing disaster-managed houses on the strip, was organised by the SL ministries of disaster management and economic development. SL Minister Basil Rajapaksa was flown to the site in a Sri Lanka Air Force helicopter to attend the workshop and a series of meetings.

A military-built resort is already in operation between Keavil and Chu’ndik-ku’lam.

The new programme of corporate Sinhalicisation is targeting a 10 km long narrow strip.

The postmaster of Chu’ndikku’lam, who was uprooted from the area, is living in Point Pedro. He has been denied access to his residence at Chu’ndik-ku’lam. Likewise, Tamil fishermen from the nearby fishing villages are denied access to engage in seasonal fishing from their huts at the strip.

A recently schemed expansion of the ‘Natural Park’ will also be targeting Ki’linochchi and Mullaiththeevu districts, the Tamil civil officials in Ki’lnochchi said.

Constructing resorts and settling Sinhalese as workers at these ‘tourist’ facilities with the offer of housing and thriving business opportunities has been a tactic adopted by Colombo after the genocidal war in 2009.

Similar programmes are being carried out at Kaangkeasanthu’rai (KKS), Kaarai-nakar, Ooraaththu’rai, Neduntheevu in Jaffna district. Similar schemes have also been reported in Trincomalee, Batticaloa and Ampaa’rai districts in the East.

The so-called devolved powers of the 13th Amendment and the provincial council system backed by India and the Geneva process spearheaded by the USA which removed even the term de-militarisation from the resolution, have completely failed to address the structural genocide being committed on the nation of Eezham Tamils after the genocidal war in 2009, commented Tamil civil sources in Jaffna.

Colombo’s Defence bares its colonial attitude towards Eezham Tamils

Genocidal Sri Lanka’s Ministry of Defence (MOD) on Monday cited British government appointing General Peter Cosgrove as the Governor General of Australia, and has questioned why there is a big qualm about Colombo having a Military Governor in the North. By bringing in the parallel, the Colombo Establishment concedes that it is occupying and ruling the Tamil land as a colony with an attitude that has been inherited by the Sinhala State from the European colonialism of the Portuguese, the Dutch and the English, commented Tamil activists for alternative politics in the island.

In a story titled “If UK can appoint a Military officer to be Governor of Australia why can’t Sri Lanka appoint a military Governor?”, the Colombo MOD article went on to state that “[t]he racism shown against General Chandrasiri by UK and the West is totally uncalled for. Such type of racist sentiments need to stop.”

The SL Defence article was comparing the appointment of a former military chief General Peter Cosgrove as the Governor General for Australia and its appointment of Major General G.A. Chandrasiri, a war-crimes accused commander of the genocidal military as the Governor of the Northern Province.

“In this instance the UK has appointed a retired general who was Australia’s defence chief in 2005 and commanded the International Peace Keeping force in East Timor and had also been a platoon commander in Vietnam,” the article said adding: “Maj. Gen. Chandrasiri was appointed as Governor Northern Province in 2010 by the Government of Sri Lanka. There is no person who knows the terrain of North Sri Lanka than General Chandrasiri […]”.

Since 2006, Rear Admiral (retd) Mohan Wijewickrama has been the Governor for Eastern Province.

The Queen of England appointing British Governor Generals to Australia, Canada and New Zealand is a surviving legacy of British colonialism, which is entirely ceremonial at present.

Genocidal Sri Lanka’s military governors in the North and East, occupied by Colombo’s military, is not a comparison, Tamil activists said.

“However, the Colombo’s Defence bringing in such a comparison shows that with what attitude they look at the nation of Eezham Tamils in the island,” an activist in Jaffna further commented.

People of Keappaa-pulavu demand Gotabhaya to hand over their lands
Home » Featured, Headline, News

[TamilNet, Monday, 7 April 2014 08:13 No Comment]

Appropriating 2,500 acres of lands belonging to Eezham Tamils in Keappaa-pulavu near Nanthik-kadal lagoon in Mullaiththeevu district, and transforming the area into a Sinhala Military Zone, Gotabhaya Rajapaksa, the SL presidential sibling and the defence secretary of Sri Lanka attempted to cut an image on Thursday as if he was returning the lands back to the people by freeing 100 acres to 29 families at the border towards Sooriyapuram, where the uprooted people have been forcefully ‘resettled’. 223 families, who have been refused access to their lands, made a bold move of handing over an appeal to Gotabhaya Rajapaksa demanding their lands back.

Gotabhaya Rajapaksa was visiting Keappa-puluavu area on Thursday to inspect the militarisation project and to project an image that the SL military was providing a housing scheme to the uprooted people of Keappaa-pulavu.

The occupying SL military has appropriated more than 2,400 acres of fertile lands surrounding the former LTTE air strip, creating a Sinhala Military Zone by creating a large cantonment housing also the families of the Sri Lankan air force personnel and other military personnel.

The latest move of forcing people of Keappapulavu into a jungle pocket comes after the USA and UK dropped the ‘de-militarisation’ demand in the resolution passed at the UN Human Rights Council last week.

OHCHR investigation sabotaged by several quarters
Home » News

[TamilNet, Monday, 31 March 2014 14:58 No Comment]

“An intrusive investigation has so far not yielded genuine reconciliation, and a life of dignity and self-respect for people anywhere. Sri Lanka can’t be any different,” said The Hindu in an editorial on Saturday, shedding crocodile tears for the dignity and self respect of Eezham Tamils and joining the forces that are determined to sabotage even a weak international investigation at the outset. The freedom of the investigation on the ground has already been ditched by the US withdrawing the demilitarisation part of the resolution, and the international weight as well as the result yielding capacity of the investigation has considerably been wrecked by New Delhi abstaining from the voting and openly declaring against the investigation, commented Tamil activists for alternative politics in the island.

Unlike Vijay Nambiar and Kamalesh Sharma in the international organisations, who were taking the line of serving New Delhi’s agenda on Eezham Tamils and have brought in questions on the credibility of the organisations they serve, Ms Navi Pillai, despite her limitations, is on a refreshing path in rejuvenating hopes on international forums.

Against the backdrop of the stand taken by the existing New Delhi regime, and media in India such as The Hindu, peoples of India, especially the people of Tamil Nadu have to think of ways how the UNHRC mission could be strengthened to bring in positive results in the delivery of justice.

As The Hindu implies, internal investigation and internal measures are an ideal course, if they could work. Perhaps that is what peoples of India and their civil institutions have to embark upon about the Establishment in India and media empires that have contributed and are contributing to genocide.

Tamil academic compares Pakistani-Sri Lankan ‘counterinsurgency’

“The genocidal oppression faced by the Baloch people and the Eelam Tamil people gains little if any attention in international media. Whatever is represented seems to be permeated by a tendency to absolve genocide and represent a state-centric, depoliticized and minority grounded narration of the plight of the oppressed nations. Such narrations effectively deny the Baloch and Eelam Tamils their inalienable right to self-determination or national liberation,” writes Norway-based Eezham Tamil anthropology academic Athithan Jayapalan, in a feature that appeared in a Balochistan website, Balochwarna News last month, urging solidarity between Baloch and Eezham Tamils.

“The international community and international corporate run media seems to black out the true nature of the violence perpetuated in Balochistan and Eelam. In both cases, geo-political interests and structural links with the perpetrator states renders international attention more or less favorable for the oppressor,” the academic said.

“International solidarity movements and the Left have generally been negligent towards the plight of Eelam and Balochistan. In such a context the future seems ambivalent, as the world displays apathy and appears to have abandoned the tribulation of these oppressed nations,” he observed.

“Despite the constraints presented by the above-mentioned factors the resilience of the oppressed in upholding the spirit of national resistance is remarkable.”

“The fortitude of the oppressed is displayed by the courageous mobilization of resistance by the Baloch and Eelam Tamils under military occupation.“

“It is thus even more of an imperative for the respective resistance struggles to integrate and conflate, raising awareness and exchanging perspectives and experiences amongst each other in a bid to advance both struggles.”

“An integration based on solidarity can front a transnational movement, which will advocate in a more equal and just manner the plights of oppressed peoples and nations everywhere,” the writer concluded.

* * *

Athithan’s analysis compares the ‘counterinsurgency’ of Pakistani and Sri Lankan States against the Baloch and Eezham Tamils respectively.

The Panjabi chauvinist Pakistani State and the Sinhala chauvinist Sri Lankan State were depending on the USA and China to balance India, he argues.

“The diplomatic art mastered by Pakistan is passed on to Sri Lanka as the latter milks both the West and China for funds while entrenching a genocidal military occupation in the Tamil homeland. For this purpose during the last two decades the Sri Lankan state has boosted its ties with China, facilitated Chinese interests in the island and received large-scale financial and military aid from China. Thus Chinese aid and Western support enabled the Sri Lankan state in fulfilling a genocidal military solution to the Tamil national liberation movement in 2009,” Athithan says.

Athithan’s analysis has to be supplemented with a detailed perusal of New Delhi’s direct role in the oppression of nations in India in general and complicity in the genocide of Eezham Tamils in particular, for a better enlightenment of peoples in South Asia to forge solidarity and wage a peoples’ struggle against all forces of imperialistic and geopolitical oppressions, commented Tamil activists for alternative politics in the island.

India and world needs prod to recognize, act on Tamil genocide

Finding fault with the USA and EU for spoiling negotiated solution by banning the LTTE, the former head of SLMM says that North America and Western Europe lack interest in what is happening in the island as it is not in their backyard, and he points to India to now act on its regional matter. He also implied that effective public and media pressure is a prerequisite for any action in the island in the lines of Bosnia. Tamils in the island, in the diaspora, and especially in Tamil Nadu, will be miserable failures if they show any timidity, or find excuse in diplomacy in not telling the world in no uncertain terms the genocide faced by Eezham Tamils, said Tamil activists for alternative politics in the island.

Further comments from the activists:

Even the former head of SLMM, Major General Ulf Henricsson, who had ground experience in the island for a year, is influenced by the economy paradigm to give only secondary importance to the extraordinary genocidal intent in the psyche of the Sinhala State.

He looks at the age-old question of gravity in the island through the West’s textbook formula: economy and power.

Agreeing that Bosnia, which was recognized for genocide and the question of Eezham Tamils “are more similar than different,” Henricsson identify the mechanics as money, property and power.

“[…] The mechanics behind the war was the same – it was about money, property and power. All conflicts, you see Syria, whatever. It is not about ethnicity and religion. You use it as fuel for the conflict. If you have a decent social and economic justice, then you will not have conflict,” he observed.

Again, comparing the situation with Ukraine, he said:

“People want to stay in power. They want to protect their property and money. They are not interested in letting the other. The same on Sri Lanka; You have a political elite. They have interests. And those with money and property control the media and they control the message.” Henricsson said.

Chronic genocidal intent comes from very different formulations, which were a reality in Europe in the past, but still a reality for us in the island, where the issues are not sorted out.

The crime of genocide is different from crime in any other war.

If the world has not understood the question in the island in its proper perspective, the bulk of the blame goes to the naivety of Tamils and their ‘articulators’, who historically play in the hands of others.

As a strategy to pre-empt any Tamil uprising demanding practical remedy on halting genocide, a campaign has been orchestrated that the USA will come out with a resolution on international investigation on the war crimes and the ‘diplomacy’ is not to spoil it by any other demand.

But informed circles say that there is going to be no such move from the USA.

The nominated and hijacked articulators, who were in the outside deceiving Tamils on behalf of their masters by such a campaign, are in reality exasperating in Geneva in seeing that ‘any’ resolution tabled by the USA should get passed, informed circles said.

The current trend in Geneva is everyone pointing to India, the informed circles further said.

But then, a web blog of an influential, middle-level political party in Tamil Nadu came out with a campaign last week, detracting Tamils from demanding investigation on the genocide and urging them to support the US line.

In taking a line in the struggle of Eezham Tamils, People in Tamil Nadu and organisations beyond party politics have to carefully scrutinize the forces that are at work and their links, cautioned Tamil activists for alternative politics in the island.

Beware of war crimes investigation leading to ‘reconciliation’ deception

In the event of a US-tabled resolution at UNHRC calling for “an independent international accountability mechanism to evaluate reports of war crimes, crimes against humanity, and other human rights violations committed by both sides during and after the war in Sri Lanka,” it will have all the potentialities of becoming yet another form of the ‘reconciliation’ deception. It will help to continue harping on ‘reforms’ within a unitary State, will give space and time in a camouflaged way to Colombo to complete genocide, prod Tamils into accepting models as of South Africa that are absurd to them, negotiate escape to culprits, and at maximum, may bring in ‘regime change’, but no political justice or release from genocide to Eezham Tamils, cautioned Tamil activists for alternative politics in the island.

Further comments from the Tamil activists for alternative politics in the island:

There seems to be a calculated detraction orchestrated against the demand for an international investigation on the genocide committed on Eezham Tamils, demand for an interim international mechanism to stop the on-going genocide and the demand for a referendum.

The detractors argue that the US move in the UNHRC, if going to be in the wording of the resolution tabled at the US Senate [cited in the lead para], that would have space for the investigation of the genocide as well.

In their desperation to jump on the US bandwagon, a set of Tamil political articulators in the island, in Tamil Nadu and in the diaspora, hide from Tamil masses the disastrous deceptions attached to the US approach.

They never want to explain to the people how the possible US resolution is a further manifestation stemming from the ‘reconciliation’ deception that was hatched by the USA immediately after its complicity in the genocide.

The USA has not abandoned its original policy or strategy with which it architected the genocidal war. Only the tactic may be different now but that is to only confirm the achievements of the original aims.

The non-recognition of genocide or delay would continue facilitating the genocide. It will save the genocidal State and will facilitate bargains desired by the USA.

The expected US resolution has to be read in its context of what the former US Asst Secretary of State, Robert Blake, said in 2009 on ‘some accountability’ for ‘reconciliation’; what the present Asst Secretary of State, Nisha Desai Biswal, said in Jaffna earlier this month, advising Tamils to seek ‘reconciliation’ than investigation, and what the two US Senators tabling their resolution ten days later said on the US leadership at UNHRC in “promoting reconciliation and accountability in Sri Lanka.”

Ultimately, supporting the envisaged US resolution amounts to reconciliation with the genocidal State of Sri Lanka and voicing for the edification of the resolution represents rejection of the genocidal State.

Where do the Tamil activists want to pitch themselves?

It is not a question of being pro-USA or anti-USA, or being pro and anti to any other power.

Such a question never arises if any one considers himself or herself as an activist of the Tamil cause.

Whether as Tamils, we place our demands and register our claims in the proper perspective or not, is the question.

It has now become a routine every year, to see orchestrations discovering ‘virtues’ in the US moves and passionately denouncing anyone who seeks edifications.

But what is the total output in the last five years, other than seeing irreversible and accelerated structural genocide?

Who is responsible for this fallout, or victimisation by deception?

How does the momentum in public uprising seen in 2009 in Tamil Nadu and in the diaspora was put to sleep?

Those who have bondages and constrains to open mouth against the designs of the Establishments should at least refrain from detracting righteous voices coming from others.

What if genocide is disproved in an investigation – the detractors have the audacity to ask this threatening question on an obviously provable phenomenon faced and being faced by Eezham Tamils for decades.

When the source of this pitiable self-doubt is no other than the NPC chief minister, Justice Wigneswaran, it is no surprise that there are detractors in Tamil Nadu too.

If the Tamils criticize the US resolution, even whatever that may come through also will not come, is another threat put to Tamils.

Exactly with the same thinking, Eezham Tamils were first taking the risk with British colonialism, then with New Delhi’s ‘Indo-Lanka’ Accord and recently with the US and Co-Chair deception.

At least now we should ‘learn the lesson’ to say goodbye to the polity of knowingly collaborating with deception. We should make our righteous demands in their proper perspective without any hesitation, and also should tell our allies in Tamil Nadu and elsewhere to do so.

Our immediate need of priority is international intervention to stop the on-going genocide.

We have been asking to stop the genocidal war and the IC failed in it. Now, if the IC is not stopping the on-going genocide, the target of our international struggle should focus on it.

The competitors of the USA, rather than always proving themselves worse than that of the USA, would do much better by taking a higher stand in the delivery of meaningful justice to the nation of Eezham Tamils. They may even expose the USA through that.

Colombo diverts Indian housing assistance to wedge North and East
Home » News

[TamilNet, Friday, 21 February 2014 17:02 No Comment]

After Sinhalicising the civil administration of the Ma’nalaa’ru division, which is becoming almost a Sinhala only division in the Mullaiththeevu district, Colombo has seized the private lands of Eezham Tamils to allot the lands to Sinhala settlers in Kokku’laay, says Thurairasa Raviharan, an elected member of the Northern Provincial Council. While the war-affected Tamils languish without proper housing, new settlers brought from South are receiving houses intended for war-affected people under the Indian housing scheme, he says after visiting and witnessing the genocidal land grab taking place at Mukaththuvaaram in Kokku’laay.

The area surrounding the Kokku’laay lagoon is the focus of Sinhala colonisation presently, as it is the key location for wedging the demographic contiguity of the north and east of the country of Eezham Tamils in the island, as well as direct communication between Mullaiththeevu and Trincomalee.

The affected Tamils in Mukaththuvaaram at the provincial border have handed over copies of their land permits and deeds to the visiting councillor.

Many Tamils have also lost their land permits as they were displaced several times during the genocidal onslaught on Vanni.

One needs to document ownership of land in order to be eligible for the housing scheme being provided by India.

Under the cover of ‘resettlement’, 250 Sinhala families are being provided the housing assistance, which has been diverted from reaching the real war-affected people.

3 acres lands of Sinthanthurai, 1 acre of Sebastiampillay, 2.5 acres belonging to Santhiyampillai Seemanpillai, 3 acres of Singarasa, 1.5 acres of Thampi Iya, 1.5 acres of Sebastiampilai Mariamathanilam and 3 acres fo Galththoppillai Yasintha have been seized by the SL authorities, the councillor said.

Colombo deploys Indian assistance to commit structural genocide on Eezham Tamils

The housing assistance provided to war-affected uprooted families in the North and East is being used to colonise the Tamil homeland with Sinhala settlers from South in Mullaiththeevu district, says Tamil Councillor of the Northern Provincial Council Mr Thurairasa Raviharan. While the resettled Tamil families are deprived of housing at Chaa’lampaik-ku’lam in Mullaiththeevu district, Sinhalese settlers are being provided brand new houses constructed with Indian assistance, he said. This is not only a betrayal by India, but also a recognition of the structural genocide being committed by the Sri Lankan State, Mr Raviharan told media.

Chaa’lampaik-ku’lam is situated in Ma’nalaa’ru division, closer to Thennaimaravadi in Trincomalee district. The entire division renamed into Sinhala as Weli-oya is being schemed as a Sinhala Only division in the district.

Also, a village close to Chaa’lampaik-ku’lam is being prepared for another Sinhala colony.

85 uprooted Tamil families were brought to their village Chaa’lampaik-ku’lam in December 2012 for resettlement. They were provided temporary huts and were promised housing and dry rations till they were able to sustain their livelihoods. But, everything stopped there.

The Tamil families still languish in the temporary huts, which were initially meant for 6 months.

Now, 150 Tamil families are living there without proper assistance. Only a few of them have received 25,000 rupees per family as promised by the Sri Lankan authorities. 100 more families are scheduled to join them.

In 2010, India announced that it would construct 50,000 houses for the uprooted people in the North and East. The project has failed to deliver, uprooted peoples representatives in North and East complain.

The announcement of the housing scheme was made in parallel to the announcement of major ‘development’ assistance programmes by India to rebuild the Northern railroad, KKS Harbour, KKS Cement Factory and the Palaali airport.

The target area where the airport, harbour and the cement factory are situated is now being encapsulated with a major Sinhala military settlement and has become the hub of the continued structural genocide in the Jaffna peninsula. The Valikaamam North area situated between these military installations has been transformed into a Sinhala Military Zone (SMZ).

As the roads constructed with Chinese assistance are serving Colombo’s structural genocide of Eezham Tamils, the reconstructed railway line will be serving as a crucial transport infrastructure to the Sinhalicisation of North. Already, there is a move to rename Elephant Pass Railway station into Sinhala.

India cannot bring rehabilitation or reconstruction without bringing political justice to the Eelam Tamils as a nation in the island, commented political observers in Jaffna.

Tamil Nadu needs to initiate Vietnam-like international struggle

It is now explicit that the genocide and continued genocide committed on Eezham Tamils as a nation, is part of a larger global paradigm of ‘statecraft’ or tradecraft conceived and executed by Washington, London, New Delhi and Beijing in unison. They won’t alter the agenda of deploying or allowing the Sinhala State to annihilate the nation and territoriality of Eezham Tamils, unless the paradigm is globally challenged as was in the case of Vietnam, or is specifically thwarted by the power of the people in the region. The latter is more relevant to the context of Eezham Tamils. Tamil Nadu and other peoples of India are duty-bound to act not for the sake of Eezham Tamils but for their own sake and for entire humanity.

TamilNet Editorial Board

The humanity-engineering forces of strategic partnership architected and conducted a genocidal war without witnesses against Eezham Tamils.

Citing various excuses and ‘impracticalities’ they sit on any international investigation.

They refuse to recognize the genocide or on-going genocide.

But in the mean time, they allow space and time for the hushed and hurried completion of structural genocide, so that, in a couple of years of time they could cite ‘new ground realities’ to deny justice, both criminal and political.

Above all, they detract any theoretical or ideological space for the Right to Protect national struggle of Eezham Tamils, based on historical, earned or remedial sovereignty.

They also try to groom Tamil ‘leadership’ in the island and in the diaspora to play stooge and blunt the struggle.

* * *

Against such a backdrop, only two major moves, one taken by the Permanent Peoples’ Tribunal (PPT), and the other taken by the Tamil Nadu State Assembly, have provided the justification and theoretical space for the political struggle of Eezham Tamils.

The PPT indicting Sri Lanka for the genocide and continued genocide committed with the complicity of the USA, UK and India, against Eelam Tamils as a national group, and the TN Assembly under the leadership of Ms. Jayalalithaa passing unanimous resolutions on international investigations and referendum among Eezham Tamils, are no small steps.

But, how to translate them into political action, before it is too late, is the question.

* * *

The PPT’s interest in taking up the case of Eezham Tamils is universal. Its verdict indicts the global paradigm of the actors in partnership.

The PPT has hither to taken up for investigation the cases of more than a dozen situations from the Armenian genocide to East Timor.

It also has investigated corporate-tradecraft cases such as the Bhopal gas leak, to the edification of international industrial laws.

But the pioneer one of them was the tribunal on the USA in Vietnam, held in 1966-1967 by the predecessor of the PPT, the Russell Tribunal.

The tribunal findings enlightened the world, and more importantly enlightened the American public to rise against the then US administration engaged in Vietnam.

However, in the case of the genocide of Eezham Tamils, neither the American public nor the UK public is going to rise in force against their Establishments.

Unfortunately, the large Tamil diaspora in North America and the UK is also conditioned to remain in naivety and gullibility through its own articulators.

In the context of Eezham Tamils, if a Vietnam-like pressure has to be exerted for the paradigm-edification of the world Establishments and for the benefit of entire humanity, what is practical is that such a pressure has to be exerted in full force selectively against New Delhi.

With the opinion support of global humanity and alternative institutions of humanity, people of Tamil Nadu only are capable of taking up the task, and they need to educate the other peoples of India on the universal importance of undertaking a task within India, similar to that of the opposition generated within the USA against the USA in Vietnam.

* * *

It is precisely in this area there is a lacuna in the PPT investigations.

The PPT has not sufficiently dealt with the investigation on the complicity of India in the genocide of Eezham Tamils.

This investigation is crucial for the enlightenment of public opinion in India, in order to practically materialize any political justice for Eezham Tamils and to prevent similar tragedies affecting various peoples inside India itself.

* * *

What could be the intent of India, if it is in complicity in the genocide and continued genocide of Eezham Tamils, seems to be a question.

Tamil Nadu is duty-bound to resolve this question, by investigating the ‘intent’, rising above caste, political parties and business interests in Tamil Nadu.

A very generalised opinion put in circulation alludes to a so-called concern in India that independence of Eezham Tamils could inspire many peoples inside India to claim independence. But this concern was not there in Bangladesh getting independence. Is there anything else?

Unlike Bengalis in India in the case of Bangladesh, a powerful opinion making and policy deciding section within South India or hailing from South India itself was operating for decades against the independence of Eezham Tamils, even when the process was decisively and knowingly leading towards genocide.

The intent in certain articulating sections within India that manifested into influencing the New Delhi Establishment to actively participate in the genocide and continued genocide of the nation of Eezham Tamils seems to be multifaceted and complicated for comprehension.

Whether paranoia of a country about its own integrity, paranoia related to localised issues in southern India, geopolitics, economic cum corporate interests, communal bias, individual interests or bias against the LTTE could lead to complicity in the genocide of a people of a nation in war and adamant continuation of structural genocide aimed at irreversible annihilation of that nation, is a question for investigation.

The issue of Sinhala State occupation of the country of Eezham Tamils in the island is often coupled with the fishermen issue in the political discourses in Tamil Nadu.

Focussing only on Kachcha-theevu fails in enlightening the masses in Tamil Nadu and the world. Attention should be actually drawn to the larger and long-term agenda conceived jointly by New Delhi and the Sinhala State for the structural genocide of the historically potent Tamil coastal folk on either side, in order to appropriate the coasts for the overlapping interests of the two Establishments.

The world also needs to know what content of the ‘strategic partnership’ call that came from the US State Department to India during the Vanni War that overlapped with the ‘intent’ in India to end the war in genocide and subsequently continue with structural genocide.

* * *

Humanity for its edification of the Establishments, and peoples of India for their own security and progress, need a thorough investigation on the role of India as a State and on the role of the various actors in India who led the State into the genocide and continued genocide of Eezham Tamils.

The investigations are not necessarily to punish individuals. The Cambodian genocide investigations are yet to result in punishment of any key operatives as the ultimate culprits protected them. There is no mechanism to punish the ultimate culprits. In the investigation on India’s complicity in the genocide of Eezham Tamils, more than punishing anyone, the world needs to know what is the intent and why the intent.

People who played key roles in the government, in the political parties, in media and most importantly in the ground operations of shuttling between New Delhi and Colombo, should be made to come out with what they did and what was the intent.

If any leadership in Tamil Nadu feels that it has been deceived, it is obliged to tell how it has been deceived and who deceived.

Often an indicted authority arrogantly asks whether you want investigation or remedy. In the case of Eezham Tamils, the remedy is also not forthcoming but on the contrary the structural genocide and the annihilation of their country is accelerated.

* * *

People of Tamil Nadu get a never-to-be-missed opportunity this year in the general elections.

Like the unanimous resolutions in the State Assembly, if the leading political parties are compelled by public opinion to have a common goal and strategy on the cause of the nation of Eezham Tamils, much could be achieved at the level of the next government in New Delhi.

Investigations conducted within India on the genocide of Eezham Tamils, and the Right to Protect Independence cause of the nation of Eezham Tamils, should be taken up in parallel and should be deployed appropriately at the next government level.

Mobilisation of non-political party mass opinion is crucial to compel the political parties.

Mobilisation of non-political party mass opinion is also needed to re-enact the US people –Vietnam model of struggle in India.

Non-political party mobilisation in India should not confine its struggle against the Establishment in India alone. It should equally send the message to Washington, London and Beijing too.

The March UNHRC will tell how the powers including the USA and India are again going to pursue the course of deception.
