The full moon day that falls in the traditional solar month of March–April is a major festival day for Saivaite Eezham Tamils as well as Tamils in Tamil Nadu. Known as Pangkuni Uththaram, it marks the grand finale of the annual festival, including the car festival, of all the Siva temples. The folk of Tamil Nadu and the Up-Country Tamils of Tamil Nadu origin in the island celebrate it as Kaaman festival, marking Siva reducing Kaaman (cupid) into ashes. It is a major festival for the Up-Country Tamils. But this year, the New Delhi Establishment’s Consulate General in Jaffna, brought in a ‘cultural’ concept altogether new to Tamils in the island, by introducing Holi and smearing colours on that day.
What was the ‘New Delhi imperialism’ or ‘Hindi/ Hindutva imperialism’ part, conspicuous in the show of India in Jaffna, was its press release explaining the festival, which was totally ignorant of the pluralism of its own cultural heritage.
New Delhi’s Consulate General in Jaffna seems to be having no idea at all on the pluralistic ways in which the day is celebrated.
The press release said that as “the liveliest of all Hindu festivals” it is observed all over North India, and added, “celebrations in Mathura and the small towns of Braj Bhoomi, the land of Sri Krishna, are spectacular.”
Smearing colour on all those who were present and all those who were passing by, the Consulate General said, “Sri Lankan students who had joined the “India Corner” at the Consulate also participated in this event and witnessed this colourful festival.”
Boxes of Heineken cans were seen at the celebration venue.
The ‘liveliest Hindu’ festival celebrated by the New Delhi Establishment’s Consulate General in Jaffna with the serving of Heineken.
An Indian citizen from Tamil Nadu, who has been jailed in Colombo for five years, has launched hunger-strike unto death demanding his fate known to the world, after he has been subjected to severe harassment by the Sri Lankan ‘Terrorist Investigation Division’ and the prison authorities, reliable sources told TamilNet on Sunday. The victim, John Peter Vijayendran, is a political prisoner, who has been jailed in Colombo’s Magazine prison and recently transferred to a prison in Negombo, the sources further said.
Mr John Peter Vijayendran has been in the Sri Lankan prison for 5 years under the notorious ‘Prevention of Terrorism’ act charges. He has started the fast-unto death protest demanding his fate known to the world, especially to the government of Tamil Nadu, the sources further said.
John Peter was being harassed by the Sri Lankan ‘Terrorist Investigation Division’ operatives and the SL prison authorities who blamed that he had been in touch the outside world from the Magazine prison.
On Friday, Sri Lankan president Mahinda Rajapaksa, in a ‘gesture of goodwill’ towards the New Delhi Establishment for abstaining to vote on UNHRC resolution, instructed the release of Tamil Nadu fishermen detained in Colombo’s prisons.
Finding fault with the USA and EU for spoiling negotiated solution by banning the LTTE, the former head of SLMM says that North America and Western Europe lack interest in what is happening in the island as it is not in their backyard, and he points to India to now act on its regional matter. He also implied that effective public and media pressure is a prerequisite for any action in the island in the lines of Bosnia. Tamils in the island, in the diaspora, and especially in Tamil Nadu, will be miserable failures if they show any timidity, or find excuse in diplomacy in not telling the world in no uncertain terms the genocide faced by Eezham Tamils, said Tamil activists for alternative politics in the island.

Even the former head of SLMM, Major General Ulf Henricsson, who had ground experience in the island for a year, is influenced by the economy paradigm to give only secondary importance to the extraordinary genocidal intent in the psyche of the Sinhala State.
He looks at the age-old question of gravity in the island through the West’s textbook formula: economy and power.
Agreeing that Bosnia, which was recognized for genocide and the question of Eezham Tamils “are more similar than different,” Henricsson identify the mechanics as money, property and power.
“[…] The mechanics behind the war was the same – it was about money, property and power. All conflicts, you see Syria, whatever. It is not about ethnicity and religion. You use it as fuel for the conflict. If you have a decent social and economic justice, then you will not have conflict,” he observed.
Again, comparing the situation with Ukraine, he said:
“People want to stay in power. They want to protect their property and money. They are not interested in letting the other. The same on Sri Lanka; You have a political elite. They have interests. And those with money and property control the media and they control the message.” Henricsson said.
Chronic genocidal intent comes from very different formulations, which were a reality in Europe in the past, but still a reality for us in the island, where the issues are not sorted out.
The crime of genocide is different from crime in any other war.
If the world has not understood the question in the island in its proper perspective, the bulk of the blame goes to the naivety of Tamils and their ‘articulators’, who historically play in the hands of others.
As a strategy to pre-empt any Tamil uprising demanding practical remedy on halting genocide, a campaign has been orchestrated that the USA will come out with a resolution on international investigation on the war crimes and the ‘diplomacy’ is not to spoil it by any other demand.
But informed circles say that there is going to be no such move from the USA.
The nominated and hijacked articulators, who were in the outside deceiving Tamils on behalf of their masters by such a campaign, are in reality exasperating in Geneva in seeing that ‘any’ resolution tabled by the USA should get passed, informed circles said.
The current trend in Geneva is everyone pointing to India, the informed circles further said.
But then, a web blog of an influential, middle-level political party in Tamil Nadu came out with a campaign last week, detracting Tamils from demanding investigation on the genocide and urging them to support the US line.
In taking a line in the struggle of Eezham Tamils, People in Tamil Nadu and organisations beyond party politics have to carefully scrutinize the forces that are at work and their links, cautioned Tamil activists for alternative politics in the island.
The Tamil Youth Organizations (TYOs) of 12 countries and four Tamil Nadu youth organizations that were active participants in the student uprising of 2013 in a joint statement released on Sunday endorsed the Tamil Sovereignty Cognition declaration. In addition to the TSC declaration, which recognizes the historical, earned and remedial sovereignties of the Eezham Tamil nation, the youth organizations also passed a declaration of principles, calling on the new generation of leaders from Tamil Eelam, Tamil Nadu and the Diaspora to “challenge the international community to re-evaluate its approach to self-determination for unrecognized nations and peoples and to build solidarity with other nations living under occupation to challenge the present geopolitical order.”
The statements were passed and read out at the Tamil Sovereignty conference conducted in London on Sunday by the TYO-UK.
At the conference, TYO-UK activists outlined the history and the basis of the Eezham Tamils’ struggle for freedom, connecting historical and earned sovereignty. They also explained how Eezham Tamils as a nation are eligible for the right to remedial sovereignty, criticizing the failure of the international community’s responsibility to protect.
Speaking to TamilNet, Tiksi Bala from the TYO-UK said “We have a historical sovereignty to our land that cannot be erased. We earned sovereignty through the creation of the de facto state. Now that there is no force on the ground, remedial sovereignty is the only solution to bring peace to the 60 year struggle and bring a stop to the ongoing genocide against Tamils by the Sri Lankan state.”

BE IT RESOLVED THAT on this day the representatives of the collective Eelam Tamil youth organisations around the world and Tamil youth movements in Tamil Nadu adopted the following declaration as guiding principles in the Eelam Tamils’ national question.
The principles are as follows:
Awareness of Eelam Tamil identity and the promotion of the same among the mainstream International polity and society are vital for our authentic cultural life in their respective as well as for the restoration of our sovereignty in the occupied homeland of the Eelam Tamils.
We welcome the Tamil Sovereignty Cognition as a principled approach in resolving the national question of Eelam Tamils in the island of Ilangkai and recognize the declaration as a milestone following the Vaddukkoaddai Resolution of 1976 and the Thimpu principles of 1985.
It is due to the global injustice that the genocidal war was made possible on the Eelam Tamils. The same global injustice prevails, politically privileging the perpetrator, the Sri Lankan state. Addressing this is a step to restore the lost power of balance between the Sinhala and Eelam Tamil nation.
The struggle of the Eelam Tamils, who are subjected in their homelands to a protracted, intended genocide carried out in various ways and kept under a system of colonization, militarization and Sinhalisation, is an international struggle, with over a million of the Eelam Tamil nation being in the diaspora, and thus, a solution from a purely local approach is not only impossible but also unproductive.
We uncompromisingly uphold the legacy of the Tamil Eelam liberation struggle and its martyrs and shall endeavour to promote its political and cultural symbols, the Tamil Eelam national flag, national festivals, national culture, national traditions, to both local and global audiences and what we shall promote the ideals of the resistance and the freedom fighters in all spheres of Tamil life.
We reject the occupation of Tamil Eelam by the genocidal Sri Lankan state and we reject the imposition of the ‘Sri Lankan’ identity, politically and culturally on the Eelam Tamils.
We will not compromise on the principles of Homeland, Nation and Self-determination, rejecting any collaboration of any bodies that lends legitimacy to the unitary state of Sri Lanka.
As a practical next step to the Tamil Sovereignty Cognition declaration, we call on a new generation of Tamil leaders from Tamil Eelam, the Diaspora and Tamil Nadu to challenge the international community to re-evaluate its approach to self-determination for unrecognized nations and peoples and to build solidarity with other nations living under occupation to challenge the present geopolitical order.
We will resolve to raise awareness and educate Tamils and non-Tamils about the ongoing internationally abetted genocide of the Eelam Tamil nation. We will also seek to educate the international community on the legitimacy of the Eelam Tamil liberation struggle.
An international mechanism is vital in the process to stop the ongoing genocide and is necessary that it starts to work for a political solution of the national question. This must respect the will of Eelam Tamil nation which is only possible through the implementation of the right to self-determination, via an internationally monitored referendum.

The Tamil Nadu Government, in a suo motu statement to the State Assembly on Wednesday said it has decided to release the 7 prisoners, now imprisoned to lifetime in Rajiv Gandhi assassination case. The decision comes as the Indian Supreme Court on Tuesday decided to commute the death sentence on Murugan, Santhan and Perarivalan to life imprisonment. In the meantime, the family of Thilliampalam Suthenthiraraja (Santhan), one of the three victims, thanked the people of Tamil Nadu and the global Tamil community for their struggle for the release of the innocent victims and said their only hope now was the Tamil Nadu Chief Minister Ms Jayalalithaa. We will never forget the supreme sacrifices of Chengkodi and Muththukkumar seeking justice, the family said from Jaffna.
The mother, sister and brother of Santhan, told their story from Ilakka’naa-vaththai in Uduppiddi, Jaffna, also revealing that Santhan had gone to India to go abroad to earn money and look after his siblings as the poverty stricken family was dependent on selling string hoppers to survive in the early 90s. Santhan’s father had passed away last year. The only hope of the mother was to see Santhan reuniting with the family before her demise.
The TADA court of the Indian Establishment convicted 26 persons. Apart from those who were released later, four persons, Nalini, Murugan, Santhan and Perarivalan were facing death sentences. Nalini’s death sentence was commuted to life imprisonment as she gave birth inside the prison in year 2000.
Santhan was never part of any armed or political activity. He was victimized by the Indian Judiciary as his name or contact address was in a diary of an alleged assassin, the family says.
The President of India earlier rejected the clemency appeals of Perarivalan of Tamil Nadu and the two Eezham Tamils, Murugan and Santhan.
The remaining four imprisoned with life sentences are Nalini, who is the wife of Murugan, Robert Payas, Ravichandran and Jeyakumar.
In August 2011, the Tamil Nadu Assembly passed a unanimous resolution demanding the President of India to reconsider the clemency appeals of the three Tamils, respecting the sentiments of the people and political parties of Tamil Nadu.
The Sumpreme Court of India in its verdict on Tuesday had said that the State government could apply its power under Sections 432 and 433 of the Indian Criminal Procedure Code. Accordingly, the Tamil Nadu government on Wednesday decided to release all the 7 taking into consideration that they have already spent 23 years in prison.
An investigating officer in the IPL spot-fixing scandal who had deposed before the Mudgal Committee has called for the entire case to be handled by one nodal force, like the National Investigation Agency, instead of several independent units as is currently the situation. G Sampath Kumar, a Tamil Nadu-based police officer who had appeared before the Justice Mudgal Committee, said the fixing charges were not being properly investigated because of the diffused nature of the process.
“The main thing that I wanted to stress before the Mudgal Committee too… I asked for an investigation by an agency like the NIA along with a joint investigation team. I had a feeling that this investigation was not [moving] on the right lines because the very FIR [filed by the Delhi police at the time of arresting Sreesanth and two other cricketers] mentions match-fixing. It’s in the FIR itself but it was not probed properly,” Kumar told the TV channel Headlines Today.
Various strands of alleged corruption in the IPL are being independently investigated by different state police units. While the Delhi Police focuses on the players’ involvement, which led to the arrests of three Rajasthan Royals cricketers, the Mumbai Police case is against Gurunath Meiyappan and his connection with alleged actor-bookie Vindoo Dara Singh. Police teams from Tamil Nadu, Gujarat and Rajasthan have also chipped in at various points, focusing on the money trail and betting transactions between the high-profile bookies.
Kumar was a superintendent of police with the Crime Branch CID (internal security) in Chennai, working on a case involving fake passports when he came across information relating to betting. He said he had sought a more detailed investigation of this angle but was taken off the investigating team and posted to the Railway police in Trichy, a provincial town 300 km south of Chennai.
Kumar told the channel he believed he was being framed: “They wanted me not to probe further on this. My point is that when we in Q branch [the internal security unit] crack down so many things, why haven’t they done that? That’s my question.”
He appeared before the Mudgal Committee, whose report to the Supreme Court said the charges against Gurunath, the son-in-law of BCCI president N Srinivasan, of being involved in betting and passing on information on IPL games stand proved.
While investigating the fake passport racket, Kumar had interrogated Uttam Jain, alias Kitty, a bookie who claimed to have knowledge about fixing of IPL games, especially the league match between Chennai Super Kings and Rajasthan Royals on May 12, 2013. According to Kumar’s deposition before the Mudgal Committee, Kitty had revealed how Vikram Agarwal, a Chennai hotelier who was arrested on the charge of being a bookie, knew Gurunath along with a few top cricketers.
Kumar also said that Kitty had revealed that the May 12 IPL match was fixed. The Mudgal report said there “seems to be enough information available on record to indicate that a further investigation is required in respect of the match.”
“It was stated that Vikram Agarwal told him (Kitty) that there was negotiation for match-fixing between Rajasthan Royals and Chennai Super Kings and Meiyappan has to communicate to Chennai Super Kings (players) for finalisation. Later Kitty came to know that they were planning to fix the match between Rajasthan Royals and Chennai Super Kings scheduled on 12.05.2013. Again on 27.04.2013 also after the dinner party, negotiation was on and Vikram Agarwal informed to Kitty some deal was worked out. Later, after a dinner party Meiyappan informed that Chennai Super Kings has agreed to play as per plan and his team will score 140 runs and this was communicated to somebody (Sanjay) in Jaipur over phone by Vikram Agarwal when Kitty was nearby,” Kumar said in his signed report. Kumar said that other officers connected to both cases were also transferred within a short time and the file of their investigations was not given to the probe panel, a fact confirmed by Nilay Dutta, in his report to the Supreme Court.

As part of mutual agreement between India and Sri Lanka ahead of next week meeting of fishermen’s associations from both countries, Colombo has released 30 mechanised boats of Indian fishermen, Tamil Nadu Government said today.
This includes a local court in Colombo today ordering the release of 15 such boats held by Lankan authorities, an official release in Chennai said.
“Similarly, Tamil Nadu government has ordered release of 11 boats of Sri Lankan fishermen today,” it said.
As of today, days after India and Sri Lanka initiated steps for mutual release of fishermen arrested by both countries for allegedly crossing the international maritime boundary, Sri Lankan courts have ordered release of 30 boats of Tamil Nadu fishermen while the state government has freed 18 fishing boats belonging to Lankans, it added.
A total of 233 Indian and 130 Lankan fishermen have been released by Sri Lankan and Tamil Nadu governments, respectively, it said.
It is now explicit that the genocide and continued genocide committed on Eezham Tamils as a nation, is part of a larger global paradigm of ‘statecraft’ or tradecraft conceived and executed by Washington, London, New Delhi and Beijing in unison. They won’t alter the agenda of deploying or allowing the Sinhala State to annihilate the nation and territoriality of Eezham Tamils, unless the paradigm is globally challenged as was in the case of Vietnam, or is specifically thwarted by the power of the people in the region. The latter is more relevant to the context of Eezham Tamils. Tamil Nadu and other peoples of India are duty-bound to act not for the sake of Eezham Tamils but for their own sake and for entire humanity.

The humanity-engineering forces of strategic partnership architected and conducted a genocidal war without witnesses against Eezham Tamils.
Citing various excuses and ‘impracticalities’ they sit on any international investigation.
They refuse to recognize the genocide or on-going genocide.
But in the mean time, they allow space and time for the hushed and hurried completion of structural genocide, so that, in a couple of years of time they could cite ‘new ground realities’ to deny justice, both criminal and political.
Above all, they detract any theoretical or ideological space for the Right to Protect national struggle of Eezham Tamils, based on historical, earned or remedial sovereignty.
They also try to groom Tamil ‘leadership’ in the island and in the diaspora to play stooge and blunt the struggle.

Against such a backdrop, only two major moves, one taken by the Permanent Peoples’ Tribunal (PPT), and the other taken by the Tamil Nadu State Assembly, have provided the justification and theoretical space for the political struggle of Eezham Tamils.
The PPT indicting Sri Lanka for the genocide and continued genocide committed with the complicity of the USA, UK and India, against Eelam Tamils as a national group, and the TN Assembly under the leadership of Ms. Jayalalithaa passing unanimous resolutions on international investigations and referendum among Eezham Tamils, are no small steps.
But, how to translate them into political action, before it is too late, is the question.

The PPT’s interest in taking up the case of Eezham Tamils is universal. Its verdict indicts the global paradigm of the actors in partnership.
The PPT has hither to taken up for investigation the cases of more than a dozen situations from the Armenian genocide to East Timor.
It also has investigated corporate-tradecraft cases such as the Bhopal gas leak, to the edification of international industrial laws.
But the pioneer one of them was the tribunal on the USA in Vietnam, held in 1966-1967 by the predecessor of the PPT, the Russell Tribunal.
The tribunal findings enlightened the world, and more importantly enlightened the American public to rise against the then US administration engaged in Vietnam.
However, in the case of the genocide of Eezham Tamils, neither the American public nor the UK public is going to rise in force against their Establishments.
Unfortunately, the large Tamil diaspora in North America and the UK is also conditioned to remain in naivety and gullibility through its own articulators.
In the context of Eezham Tamils, if a Vietnam-like pressure has to be exerted for the paradigm-edification of the world Establishments and for the benefit of entire humanity, what is practical is that such a pressure has to be exerted in full force selectively against New Delhi.
With the opinion support of global humanity and alternative institutions of humanity, people of Tamil Nadu only are capable of taking up the task, and they need to educate the other peoples of India on the universal importance of undertaking a task within India, similar to that of the opposition generated within the USA against the USA in Vietnam.

It is precisely in this area there is a lacuna in the PPT investigations.
The PPT has not sufficiently dealt with the investigation on the complicity of India in the genocide of Eezham Tamils.
This investigation is crucial for the enlightenment of public opinion in India, in order to practically materialize any political justice for Eezham Tamils and to prevent similar tragedies affecting various peoples inside India itself.

What could be the intent of India, if it is in complicity in the genocide and continued genocide of Eezham Tamils, seems to be a question.
Tamil Nadu is duty-bound to resolve this question, by investigating the ‘intent’, rising above caste, political parties and business interests in Tamil Nadu.
A very generalised opinion put in circulation alludes to a so-called concern in India that independence of Eezham Tamils could inspire many peoples inside India to claim independence. But this concern was not there in Bangladesh getting independence. Is there anything else?
Unlike Bengalis in India in the case of Bangladesh, a powerful opinion making and policy deciding section within South India or hailing from South India itself was operating for decades against the independence of Eezham Tamils, even when the process was decisively and knowingly leading towards genocide.
The intent in certain articulating sections within India that manifested into influencing the New Delhi Establishment to actively participate in the genocide and continued genocide of the nation of Eezham Tamils seems to be multifaceted and complicated for comprehension.
Whether paranoia of a country about its own integrity, paranoia related to localised issues in southern India, geopolitics, economic cum corporate interests, communal bias, individual interests or bias against the LTTE could lead to complicity in the genocide of a people of a nation in war and adamant continuation of structural genocide aimed at irreversible annihilation of that nation, is a question for investigation.
The issue of Sinhala State occupation of the country of Eezham Tamils in the island is often coupled with the fishermen issue in the political discourses in Tamil Nadu.
Focussing only on Kachcha-theevu fails in enlightening the masses in Tamil Nadu and the world. Attention should be actually drawn to the larger and long-term agenda conceived jointly by New Delhi and the Sinhala State for the structural genocide of the historically potent Tamil coastal folk on either side, in order to appropriate the coasts for the overlapping interests of the two Establishments.
The world also needs to know what content of the ‘strategic partnership’ call that came from the US State Department to India during the Vanni War that overlapped with the ‘intent’ in India to end the war in genocide and subsequently continue with structural genocide.

Humanity for its edification of the Establishments, and peoples of India for their own security and progress, need a thorough investigation on the role of India as a State and on the role of the various actors in India who led the State into the genocide and continued genocide of Eezham Tamils.
The investigations are not necessarily to punish individuals. The Cambodian genocide investigations are yet to result in punishment of any key operatives as the ultimate culprits protected them. There is no mechanism to punish the ultimate culprits. In the investigation on India’s complicity in the genocide of Eezham Tamils, more than punishing anyone, the world needs to know what is the intent and why the intent.
People who played key roles in the government, in the political parties, in media and most importantly in the ground operations of shuttling between New Delhi and Colombo, should be made to come out with what they did and what was the intent.
If any leadership in Tamil Nadu feels that it has been deceived, it is obliged to tell how it has been deceived and who deceived.
Often an indicted authority arrogantly asks whether you want investigation or remedy. In the case of Eezham Tamils, the remedy is also not forthcoming but on the contrary the structural genocide and the annihilation of their country is accelerated.

People of Tamil Nadu get a never-to-be-missed opportunity this year in the general elections.
Like the unanimous resolutions in the State Assembly, if the leading political parties are compelled by public opinion to have a common goal and strategy on the cause of the nation of Eezham Tamils, much could be achieved at the level of the next government in New Delhi.
Investigations conducted within India on the genocide of Eezham Tamils, and the Right to Protect Independence cause of the nation of Eezham Tamils, should be taken up in parallel and should be deployed appropriately at the next government level.
Mobilisation of non-political party mass opinion is crucial to compel the political parties.
Mobilisation of non-political party mass opinion is also needed to re-enact the US people –Vietnam model of struggle in India.
Non-political party mobilisation in India should not confine its struggle against the Establishment in India alone. It should equally send the message to Washington, London and Beijing too.
The March UNHRC will tell how the powers including the USA and India are again going to pursue the course of deception.
They have already started making big noises as well as engineering of opinion through agents, aimed at diffusing any uprising coming from the affected people but only seeking further inroads into the island and ultimately giving nothing but structural genocide for the nation of Eezham Tamils.
Unless a break-through is achieved at least with one of them, or unless the people of Tamil Nadu are going to prove who is the dominant geopolitical force in the region, nothing substantial is going to be achieved.
